In 2007, the statutes were removed from the CONSTITUTION of the ANNL and each state was ordered by the National Bureau to do the same with its state constitutions. The NRLCA simply enshrined in the Constitution the existing statutes in its appropriate positions. As a result, the existing constitution of the NRLCA has been subject to some relocations. In 2011, the NRLCA ratified a national steward system. To join the NRLCA, one must be employed by the USPS in the Rural Carrier Craft as a Rural Associate (RCA), Rural Carrier Substitute, Rural Carrier Relief (RCR), Part-time Flexible (PTF), Rural Carriers Assistant (ARC) or Regular Carrier (Design Code 71).
